Richard Seline
Mr. Seline is currently the Managing Partner of Resiliency Capital Partners and the Executive Director and Senior Advisor for AccelerateH2O – a 501c3 organization focused on addressing barriers and limitation to innovating water in Texas, the Southwest US and the Gulf Coast. Prior to launching AccelerateH2O, formed over 30 federal, state and regional innovation-technology initiatives across sectors such as energy, advanced manufacturing, defense and national security, biotech/life sciences, and critical infrastructure.

Mr. Seline also served as the Deputy Assistant Secretary of the US Department of Commerce – Economic Development Administration, Chief of Staff of the President’s Commission on Executive Exchange, Congressional Liaison to the Persian Gulf Task Force for the Environmental Protection Agency, Director of Client and Industry Relations for the US General Services Administration, and White House Liaison to the Economic Summit of Industrialized Nations in the George H.W. Bush Administration.

Post his federal service and White House appointment, Mr. Seline consulted with Arthur Andersen’s Public Sector Practice as a Senior Advisor, where he was the lead for reorganization of several Cabinet-level and agency operations, and the formation of the Central Intelligence Agency’s groundbreaking InQTel Investment Fund. His work at the federal and state level resulted in the formation of regional investment strategies including the Texas Product Development Fund and the Emerging Technology Fund, Utah Science, Technology and Research Fund (USTAR), the Indiana Innovation Fund, the Tennessee Research and Commercialization Initiative.

Mr. Seline holds a BS degree in Urban Government from the University of Texas at Austin and completed the Harvard University’s Kennedy School Federal Executive Program.
